Central Registration Plate Reissuance

CENTRAL REGISTRATION PLATE REISSUANCE -- In an effort to begin replacing the oldest registration plates in use the Department began a reissuance process in January 2018. This process uses PennDOT staff and the existing network of agents and dealers to replace registration some of our oldest plates.

PennDOT is now adjusting the general reissuance program to include the “K” series passenger plates and remove the “E” and “F” series registration plates. Effective January 12, 2025, all ‘K’ series passenger plates must be transferred and replaced the same way ‘G’, ‘H’, ‘J’ and ‘Y’ series registration plates are being replaced today. These plate series were manufactured over ten years ago and many are showing their age.

PennDOT is now adjusting the general reissuance program to include the “K” series passenger plates and remove the “E” and “F” series registration plates. Effective January 12, 2025, all ‘K’ series passenger plates must be transferred and replaced the same way ‘G’, ‘H’, ‘J’ and ‘Y’ series registration plates are being replaced today. These plate series were manufactured over ten years ago and many are showing their age.

Additionally, a new general reissuance began with the central replacement of all standard issue plate configurations beginning with ‘D’ series plates. PennDOT is now adding ‘E’ and ‘F’ series plates to the central reissuance process.

Beginning with the ‘E’ series plates in February, customers who have plates beginning with this configuration will receive a letter informing them that their registration plate will be replaced. Customers will receive the letter approximately 2-3 weeks before their new plate is received. The Department expects it will take approximately 1 year to complete this process. Upon receipt of the new plate, customers should attach the new registration plate to their vehicle immediately as their old plate configuration will be made deactivated in PennDOT’s system. The Department will continue to replace these plates at a pace of approximately 6,000 – 8,000 per week. Therefore, the expectation is that it will take approximately 1 year to completely replace all the ‘D’, ‘E’, and ‘F’ series plates.

Agents are required to ensure all their employees receive PennDOT’s Driver and Vehicle Services update bulletins. This bulletin may be downloaded by visiting the Driver and Vehicle Services website at www.dmv.pa.gov

To facilitate the continued reissuance effort, beginning January 12, 2025, the ‘E’ and ‘F’ series plates must be transferred to the customer new vehicle without replacement just as the “D” series plates are transferred today. This change will also be effective January 12, 2025.

If you have an ‘E’ or ‘F’ series plate on or after January 12, 2025, you must transfer the registration plates. Dealers should consider processing times when performing a transaction with a registration transfer involving an ‘E’ or ‘F’ series plate. If sending the transaction to the department, please assume a ‘D’, E’ or ‘F’ series plate will be transferred if the Department receives the transaction on January 12, 2025, or later. Online agents must consider their own internal processing time when determining whether to replace or transfer an ‘E’ or ‘F’ series plate. If a ‘D’, “E”, or “F” series plate is replaced in error after the date above, the customer will be charged the $13, replacement fee and the agent/dealer will not be reimbursed for the plate. If paperwork is received for processing after January 12, 2025, and a ’D’, ‘E’ or ‘F’ series plate was replaced for free, the application must be forwarded to your supervisor for review prior to processing.

Please Note: Effective January 12, 2025, passenger plates beginning with ‘G’, ‘H,’ ‘J,’ ‘K’ and truck plate beginning with ‘Y’ are to be replaced at the time of transfer. ‘D’, ‘E’ and ‘F’ series plates are no longer eligible for a free replacement at the time of transfer after January 12, 2025. However, ‘D’, E’ and ‘F’ series plates will be replaced free of charge through the general reissuance mentioned above.
